The Case Foundation,a leading national foundation working to expand giving, promote everyday philanthropy, deepen civic engagement, and broaden the use of new technologies to make giving more informed, efficient, and effective, recently published their ?Nonprofit partners that should make your giving list this year?. While the Case Foundation focuses upon their organizations national partners, I thought I would provide a list of local organizations working to make a difference in my hometown, Springfield, IL. Although there are dozens of local, nonprofit organizations operating within our community, I tried to provide a list of established charitable organizations covering a wide-range of issues.

2011 ? 2012 Michigan House and Senate ... - Real Estate 411

The 2011-2012 Michigan House and Senate legislative sessions have wrapped up, yielding some long-fought and well-earned legislative victories for the Michigan Association of REALTORS?. These victories are made possible by the dedication of REALTOR? members across the State:

Appraisal Management Companies-House Bills 4975 & 5271 were introduced in Michigan to be incompliance with federal financial reforms, which require state regulation of AMC?s. The legislation defines, regulates and set penalties for AMC?s operating in Michigan.

Building Inventory Tax Relief-This legislation provides property tax exemptions to inventory and spec homes in new developments. The new law provides new builds and inventory in development with a lower tax assessment until those properties are occupied.

Principal Residence Exemption-The new law alleviates those situations where a person may enter an assisted living facility, (with intentions of returning to their property), leaving their principal residence unoccupied and subject to a higher tax liability.

Principal Residence Enhancement Legislation-This fair, honest and sound property tax reform allows two dates for homebuyers to file for and receive their principal residence exemption, June 1st and November 1st. It also prevents foreclosures from losing their principal residence exemption, making it easier to qualify buyers and moving inventory.

90-Day Foreclosure Extension-The new law extends the 90-day foreclosure to June 30, 2013. This timeframe is important for homeowners as it allows them to meet with the lenders to try and work out a loan modification. It is anticipated that the new legislature will be looking to make changes to the State?s overall foreclosure process in the first 6 months of 2013.
Personal Property Tax Phase-Out-Legislation was passed by the Legislature providing the framework for the phase out of the PPT. This phase-out gives Michigan a clearer path for economic growth and moves the state up the ranks in terms of job competitiveness.
MSHDA Changes-Legislation was recently signed into law that keep the Michigan State Housing Developmemt Authority current and competitive with loan products available to low and moderate income homebuyers across the State.
Legislation Defeated-Occasionally, MAR must work hard to defeat legislation that is not in the best interest of its membership and/or the rights of private property owners. Legislation, which was aimed to exempt persons engaged in ?residential property management? from licensure as real estate brokers/salespersons, was defeated!

(AP) ? As a the muted ends of a powerful winter storm that has killed more than a dozen people plodded through the Northeast, many in Arkansas were seeking warmth and shelter against the cold prospect of life without electricity into the new year.

A Christmas Day blizzard dumped more than 15 inches of snow on the state, causing widespread damage to power lines and cutting electricity to more than 200,000 customers.

With the bleak word from the state's largest utility that the lights could be out until after the start of the new year, many residents who awoke snowbound on Wednesday were jamming the city's hotel rooms by Thursday night.

"I'm coping with hot toddies and peanuts," said Lynda Johnson, who lined up a series of hotel stays through hotels.com to make it at least through Saturday night. She has already been to the movies ? she saw "Django Unchained" ? and checked in with neighbors multiple times to see if the lights were back on. They weren't.

Deena Brazell spent a night in her car for warmth, although she hadn't planned it that way.

"Everything in the apartment is electric. I stayed in the apartment the first night. After that, it got cold really quick," she said. "I went out to charge the phone and fell asleep, then I just decided to stay."

After the storm's peak early Wednesday, homes and businesses from border-to-border had lost power. Johnson, and several other people, said they were hoping the power would be back on Wednesday after spending Christmas night in the dark. Then the president of the state's largest utility announced that some of the outages would persist to New Year's Day or beyond. Little Rock was among the cities hardest hit.

"We spent the first night at home and turned on the fireplace, but it doesn't give off a lot of heat," said Kathy Garner, who sought refuge at her sister and brother-in-law's house in Maumelle, a Little Rock suburb.

In a typical year, tornadoes bring Arkansas' worst weather, but the damage is isolated and linemen have a relatively easy time fixing the power grid.

This week's storm was epic by comparison, and despite the jokes ? "In Wisconsin, we call this Tuesday" ? as of Thursday night there was more snow on the ground in Little Rock than Milwaukee.

"You run out of money fast," Johnson said. "The things you had planned to do, you can't do. You need food, clothing and shelter. Since I'm not home, I have to find someplace for shelter. Then you have to find something to eat."

The storm system responsible for the misery roared out of the Rockies early Tuesday with blizzard conditions in southwestern Oklahoma and tornadoes along the Gulf Coast.

After sweeping across Arkansas, giving Little Rock its first white Christmas since 1926, it rolled into the Midwest and Northeast before moving on to Canada. Up to 20 inches of snow fell in the Adirondacks of New York, and 7.5 inches fell in Indianapolis, which was its greatest snowfall in four years. Concord, N.H., got 4-6 inches of snow.

"I'm going to be shoveling all day, just trying to keep up with the snow, which is impossible," said Dale Lamprey, clearing the sidewalk outside the legislative office building near the New Hampshire Statehouse.

Nationwide, at least 17 people died because of the ice, snow and wind. Deaths from wind-toppled trees also were reported in Texas and Louisiana, but car crashes caused most of the fatalities.

A Michigan woman who was riding in a car that struck a tree and two people riding in a car that slid across the center line of a road in Arkansas and hit another vehicle.

Two people were killed in Kentucky crashes, a New York man was killed after his pickup truck skidded on an icy road in northwest Pennsylvania, and an Ohio teenager died after losing control of her car and smashing into an oncoming snowplow.

Forty-two students traveling to London and Dublin were stuck in the Nashville, Tenn., airport thanks to poor weather in the Northeast. The frustrated students, from universities in Tennessee and Kentucky, were supposed to leave Wednesday and arrive in London on Thursday.

"It's a two-week program, so it's shortened already," said Joe Woolley, spokesman for the Cooperative Center for Study Abroad.

Farther east, the storm knocked out power to more than 7,000 homes and businesses in Maryland. In New Jersey, gusts of more than 70 mph were recorded along the coast, and the weather service issued a flood warning for some coastal areas. There were about 800 power outages in Vermont, but only a handful in neighboring New Hampshire.

Back in Arkansas, utility workers struggling in freezing temperatures restored power to nearly a third of their customers that lost power during the Christmas storm, but that still meant that more than 135,000 homes and businesses were in the dark as forecasters predicted another round of freezing rain for Friday.

"You just want to be home," Garner said at her sister's house. "You just want to be in your own bed. There's nothing like the comfort of your own home."

Lack of Trust ? Caused by Institutional Corruption ? Is Killing the Economy

Washington?s Blog
December 29, 2012

We?ve previously documented that?lack of trust ? caused by institutional corruption ? is killing the economy.

Not only amateurs, but also?professional investors are giving up on America and other economies that have become untrustworthy.

(When you have financial luminaries such as Bill Gross, Nouriel Roubini and Laurence Kotlikoff saying that?America is running a giant Ponzi scheme, it?s hard to get too excited about traditional investing strategies.)

AP once again?confirms this fact (commentary by Tyler Durden of?Zero Hedge):

As?AP discusses in this excellent article, ordinary Americans ? defying decades of investment history ? are selling stocks for a fifth year in a row. It?s the?first time ordinary folks have sold during a sustained bull market since relevant records were first kept during World War II. The answer is both complex and simple but summed up best by a former stock analyst?s comment that in order to buy stocks? You have to trust your government. You have to trust other governments. You have to trust Wall Street, and I don?t trust any of these.? With Fed policy trying to force investors back into stocks (at any cost), a former fund manager notes, presciently that, ?When this policy fails, as it will, baby boomers will pay the cost in their 401(k)s.? Are we the new ?Depression Babies?? We suspect so.

Investors, as you well know, are leaving the equity markets in droves?

Based on AP?s calculations, individuals accounted for 40 percent to 50 percent of money going to U.S. stock ETFs in recent years.

If you assume 50 percent, individual investors have put $194 billion into U.S. stock ETFs since April 2007. But they?ve also pulled out much more from mutual funds ? $580 billion. The difference is?$386 billion, the amount individuals have pulled out of stock funds in all.

If you?include the sale of stocks by individuals from brokerage accounts, which is not included in the fund data, the?outflow could be much higher.

But why are investors not buying the propaganda this time and jumping in with both hands and feet?

?You have to trust your government. You have to trust other governments. You have to trust Wall Street,? says Neitlich, 47. ?And I don?t trust any of these.?

Defying decades of investment history, ordinary Americans are selling stocks for a fifth year in a row. The selling has not let up despite unprecedented measures by the Federal Reserve to persuade people to buy and the come-hither allure of a levitating market. Stock prices have doubled from March 2009, their low point during the Great Recession.

It?s the?first time ordinary folks have sold during a sustained bull market since relevant records were first kept during World War II, an examination by The Associated Press has found.

and?

?People don?t trust the market anymore,? says financial historian Charles Geisst of Manhattan College. He says a??crisis of confidence? similar to one after the Crash of 1929 will keep people away from stocks for a generation or more.

What is at the core of this mistrust or doubt?

People who think the market will snap back to normal are underestimating how much the Great Recession scared investors, says Ulrike Malmendier, an economist who has studied the effect of the Great Depression on attitudes toward stocks.

She says people are ignoring something called the ?experience effect,? or the tendency to place great weight on what you most recently went through in deciding how much financial risk to take, even if it runs counter to logic.Extrapolating from her research on ?Depression Babies,? the title of a 2010 paper (embedded below) she co-wrote, she says?many young investors won?t fully embrace stocks again for another two decades.

?The Great Recession will have a lasting impact beyond what a standard economic model would predict,?

But it?s not just ordinary folks, its professional investors too?

Public pension funds have cut stocks from 71 percent of their holdings before the recession to 66 percent last year, breaking at least 40 years of generally rising stock allocations

as old ?lessons? or myths are dismissed?

And?old assumptions about stocks are being tested. One investing gospel is that because stocks generally rise in price, companies don?t need to raise their quarterly cash dividends much to attract buyers. But companies are increasing them lately.

Dividends in the S&P 500 rose 11 percent in the 12 months through September, and the number of companies choosing to raise them is the highest in at least 20 years, according to FactSet, a financial data provider. Stocks now throw off more cash in dividends than U.S. government bonds do in interest.

Many on Wall Street think this is an unnatural state that cannot last.

As it seems, for once, a positive lesson is being learned?

?People aren?t looking to swing for the fences anymore,? says Gary Goldstein, an executive recruiter on Wall Street, referring to the bankers and traders he helps get jobs.??They?re getting less greedy.?

The lack of greed is remarkable given how much official U.S. policy is designed to stoke it.

But the powers that be are not happy about it?

?Fed policy is trying to suck people into risky assets when they shouldn?t be there,? says Michael Harrington, 58, a former investment fund manager who says he is largely out of stocks.??When this policy fails, as it will, baby boomers will pay the cost in their 401(k)s.?

We?ve noted for years that a strong rule of law ? including prosecuting white collar criminals for fraud ? is?essential to restoring trust in the economy.

But ? instead of enforcing the rule of law ? the government has become?more and more blatant in its corruption:

The top white collar fraud expert in the country says that the Bush and Obama administrations?broke the law by failing to break up insolvent banks? instead of propping them up by bailing them out.

And the Special Inspector General of the Tarp bailout program?said that the Treasury Secretary lied to Congress regarding some fundamental aspects of Tarp ? like pretending that the banks were healthy, when they were?totally insolvent. The Secretary also?falsely told Congress that the bailouts would be used to dispose of toxic assets ? but then used the money for something else entirely. Making false statements to a federal official is illegal, pursuant to?18 United States Code Section 1001.

***

The government made it?official policy?not to prosecute fraud, even though?main business model adopted by the?biggest financial crime in world history, the?largest insider trading scandal of all time, illegal?raiding of customer accounts and?blatant financing of drug cartels and terrorists have all gotten away scot-free without any jail time.

***

While Iceland?prosecuted its top criminal bankers, and thus quickly got through its financial problems and now has a vibrant economy, the American government has done everything it can to?cover up fraud, and has been?actively?encouraging criminal fraud andattacking those?trying to blow the whistle.

The rule of law is now as weak in the U.S. and UK as many countries which we would consider ?rogue nations?. See?this,?this,?this,?this,?this,?this,?this,?this,?this,?this and?this.

***

Moreover, U.S. government personnel are?on the take. They have become so corrupt that regulators are?literally sleeping with industry prostitutes ? while they pimp out the American people.

The corruption of government officials is?staggering, and the system of government-sponsored rating agencies had at its core a model of?bribery.

We?ve gone from a nation of laws to a?nation of powerful men making one-sided laws to protect their own interests ??in secret. Government folks are?using laws to crush dissent. It?s gotten so bad that even?U.S. Supreme Court justices are saying that we are descending into tyranny.

We noted in 2008 that?the only way to fix the bad economy is to throw the bums out who caused ? or are now causing ? this mess:

As Ralph Waldo Emerson said:

?Who you are speaks so loudly I can?t hear what you?re saying.?

Its like a thief who has been arrested 5 times for burglary. Even though he says all the right things to the judge at sentencing, the judge is still going to throw the book at him.

If the thief is appointed to head a government commission on corruption, do you think people will have confidence in the commission or its proposed actions?

[Obama, Geithner, Bernanke and Holder - kuje] Paulson, Bernanke, Bush, [and the rest of the gang before them] may be saying nice things about fixing the economy, shoring up the financial system and helping American citizens, but people don?t believe them anymore. They?ve been proven liars one too many times.

While the [government] is doing everything in their power to prop up?the stock marketuntil they are out of office (or at least until after the election), the problem is them: Americans and people everywhere distrust [government] so much that they see through every superficial magician?s trick that might have worked when people had a less jaundiced eye.

People have woken up to the scam. Americans are no longer quite so gullible about how ?good? their government is. They hate [both the Dem and GOP leadership].

Who they are speaks so loudly that we can?t hear what they?re saying.

The only thing that can restore confidence in the economy and the financial system is to replace the whole lot of them (tar and feather them) with honest leaders who will do what?s best for the people.

Forget the ?toxic debt? that the talking heads keep referring to. The only way to restore confidence is to get rid of the ?toxic leaders? who caused the mess.

Ouya developer kits are shipping, $99 Android game console ...

The makers of the Ouya video game console have started shipping developer kits to folks who paid $699 or more during the team?s successful Kickstarter campaign. The company plans to start shipping Ouya units to customers early in 2013, with the video game console selling for about $99 plus shipping.

ouya

SlashGear reports the first units should begin arriving this week.

The Ouya game console is a small box with an NVIDIA Tegra 3 quad-core processor, 1GB of RAM, 8GB of storage, WiFi, Bluetooth, a USB 2.0 ports, Ethernet, and HDMI ports.

It runs Google Android software, but it?s not a phone or a tablet. Instead the Ouya console is designed to be plugged into your television so you can play games on the big screen. It also includes a wireless game controller, a game store, and more.

The developer consoles come with two controllers ? but their main appeal is that they?re shipping a few months ahead of the final units, which should give game developers (or serious enthusiasts) a chance to try out the device before it?s available to the general public, and adapt games to run on the platform.

While there?s no shortage of video game consoles for the living room, the developers of the Ouya project want to lower the barriers to entry for independent game developers. Basically, if you can create a game that runs on Android, it can run on Ouya ? you don?t need to go through the hassle of signing with a game publisher, packaging the title on a disc and distributing it to game stores.

On the other hand, the Ouya is expected to ship to regular customers in early 2013 with hardware that was state of the art in early 2012. While you can still write some pretty nifty games for the Tegra 3 processor, Samsung and Qualcomm are already offering mobile processors with significantly more graphics power, and NVIDIA is expected to launch a Tegra 4 chip soon.

Will the Ouya feel dated by the time it finally arrives? Then again? with a $99 price tag, does it really matter?

New class of malaria drugs using essential calcium enzyme developed

Dec. 27, 2012 ? Calpain, a calcium-regulated enzyme, is essential to a host of cellular processes, but can cause severe problems in its overactivated state. It has been implicated as a factor in muscular dystrophy, AIDS, Alzheimer's disease, multiple sclerosis, and cancer. As such, finding and exploiting calpain inhibitors is an important area of research.

A team from the Perelman School of Medicine, University of Pennsylvania, in collaboration with the University of California at San Francisco and the Department of Biochemistry and Protein Function Discovery at Queen's University, has developed a unique approach to calpain inhibition by mimicking a natural reaction with a synthesized molecule. The work was published in the latest issue of the Journal of the American Chemical Society.

One of calpain's less beneficial functions is that it eases the ability for cellular invaders such as the Plasmodium falciparum parasite, which is responsible for malaria, to exit their hosts and infect other cells. It is this property that caught the attention of Doron Greenbaum, PhD, assistant professor in of Pharmacology, whose laboratory studies how malaria spreads.

"We have an interest in this protein because it's important for Plasmodium development," he explains. "We initially found that calpain played a role in parasites being able to get out of their host cell, so we became interested in inhibitor development for human calpains."

Greenbaum and his collaborators examined the crystal structure of calpastatin, a natural calpain inhibitor, for clues. "We decided to take a different tack on inhibitor development, which has traditionally been designing small peptide-like inhibitors that fit across an enzyme's active site," Greenbaum says. Studying the configuration of how calpastatin bound to the active site of the calpain complex, "we found that there was a small alpha-helix that fit into the active site of the calpain enzyme."

Researchers have never before used an alpha-helix structure to inhibit a protease. "Traditionally people thought that alpha-helices normally make horrible inhibitors because it was thought that proteases don't like to bind to them preferring to bind motifs called a beta-sheet," Greenbaum notes. The research team created a peptide with an alpha-helical shape that would fit into the active site of the calpain protease.

The team set out to find a way to stabilize the helix by modifying it with a cross-linking peptide. They screened twenty-four commercially available crosslinkers, identifying five that succeeded in stabilizing the helix. They selected one in particular -- dibromo-m-xylene c15 -- and used it to mimic a protein-protein interaction between calpain and calpastatin. By binding to the active site and thus blocking it, the synthesized molecule inhibits the calpain enzyme from binding with other molecules that permit it to wreak its damaging effects.

"It's the first example of an alpha-helical inhibitor of any protease," Greenbaum says. "Previously no one's ever tried using an alpha-helical motif. It opens up a new way of inhibiting proteases." Aside from being a good inhibitor, the stabilized alpha-helical molecule is also highly specific for calpains, while ignoring other, similar-shaped proteases, thus hopefully downplaying potential side effects if used in humans.

Greenbaum and his collaborators are building upon this initial success to expand the basic concept to a wide range of protease molecules. "The next step is to show how this concept can be generalized to multiple classes of proteases, many of which are pharmaceutically of great interest," he explains. "It's not a single-hit wonder."

The extension of the technique to stabilize the alpha-helix shape in enzymes to other proteins could eventually lead to practical drug therapies for a wide range of diseases, predict the researchers.

Europe's new antenna picks up a Mars pic

Europe's newest deep-space tracking station has received its first interplanetary message: a photo of a half-lit Mars as seen by an orbiting spacecraft.

The new Mars photo was snapped by the European Space Agency's Mars Express probe and beamed to Earth on Dec. 18, where it was received by the agency's brand-new space tracking station in Malarg?e, Argentina. Argentina's President Cristina Fern?ndez de Kirchner activated the huge antenna dish via a remote link from the country's Casa Rosada presidential palace to commemorate the event, ESA officials said.

In the Mars photo, the Red Planet appears to lie on its side with its daytime side facing down. Three huge volcano domes can be easily seen in the view, as well as several canyons etched into the Martian landscape. The Mars Express spacecraft used its low-resolution Visual Monitoring Camera to capture the image from a distance of 6,065 miles (9,761 kilometers).

The photo was sent to the Malarg?e station during the site's official inauguration last week by ESA officials. It took about 18 minutes to cross the 203 million miles (327 million kilometers) between Earth and Mars, ESA officials said.

The Malarg?e antenna is one of three deep-space tracking installations that make up ESA's Estrack system. Construction of the 600-ton antenna began in 2010 and was completed this year. The site's nearly 115-foot (35-meter) dish is designed to serve as both a ground station for satellites in Earth orbit and spacecraft exploring other destinations in the solar system. The two other installations of the Estrack system are located in New Norcia, Australia, and Cebreros, Spain.

"With the Malarg?e station, ESA becomes only the second space agency in the world to provide all-sky coverage for deep-space missions," ESA Director-General Jean-Jacques Dordain said in a statement. The other space agency with the capability is NASA, which operates its own Deep Space Network of ground stations.

ESA's Mars Express spacecraft has been orbiting the Red Planet since December 2003. It is currently in the midst of an extended mission that runs through 2014.

Twitter users flaunt guns brought by Santa: 'I'll shoot more than my eye out'

1 day

Last year, much of the Web's post-Christmas ire was directed at Twitter users who, like ungrateful brats, complained that Santa brought the wrong color iPhone?or failed to deliver a car. This year, Internet denizens are upset that some people?are?bragging about their new guns???on Twitter and Instagram.

In the wake of?the massacre at Sandy Hook Elementary School in Newtown, Conn.,??gun control has once again?become a topic of national debate. Yet?the?controversy?isn't preventing those who are excited about the?firearms Santa brought from joyfully posting about them on social media.

No matter which side of the gun control debate you're on, these images ??first noticed by?the Verge's T.C. Sottek?and?the Atlantic Wire's Rebecca Greenfield?? could?make you uncomfortable.?There are plenty of men and women ? some who appear to be teenagers???who appear to be disregarding the NRA's three fundamental?rules of gun safety, particularly keeping fingers away from triggers, and pointing the guns only in safe directions. It's especially problematic?since these posts are often accompanied by the #NRA hashtag.

Not that the recipients seem to care.?"I got just what I wanted," one Twitter user wrote. "An Armalite semi-automatic AR-15 rifle. It's like the Christmas Story, but I'll shoot more than my eye out."

"Aw what a nice #assultRifle #santa left me haha (plus a box of 1200 bullets)," the caption on a young woman's Instagram photo said,?next to the image of a rifle resting on the hearth?next to a pile of wrapped Christmas gifts. (The girl later claimed, in a comment under her own post, that the gun was her dad's.)

Another Instagram user proudly posed in what appear to be fur-lined boots and a fur vest while holding her prized present. "Furs & Guns," she writes, "yes, it was a red-neck Christmas."

Searches for hashtags such as #AR15, #NRA, #Bushmaster, #gun and #SecondAmendment reveal plenty of photos of folks posing with their new firearms in front of Christmas trees and declaring how much they love their gifts.

One does have to wonder whether we'd pay as much attention to these images if it weren't for the recent national?focus on firearms and the anticipation of tighter gun control measures. It's also worth asking if this apparent?surge in gun pride isn't a side effect?of the Newtown?tragedy as well.?As a prior report points out, while "a spike in gun?sales is common after a mass shooting," and "the latest rampage has generated record sales in some states."

Between those sales statistics and social media's never-ending?craving for drama, perhaps it was inevitable that last year's whiny gift?recipients?surrendered the spotlight to this year's gift-wrapped rifles.

Want more tech news?or interesting?links? You'll get plenty of both if you keep up with Rosa Golijan, the writer of this post, by following her on?Twitter, subscribing to her?Facebook?posts,?or circling her?on?Google+.

Egypt's government sets priorities after charter

CAIRO (AP) ? Egypt's government set legislative priorities for parliament on Wednesday as it convened for the first time since a new constitution was passed, asking lawmakers to focus on setting rules for upcoming elections, regulating the media and fighting corruption.

The official confirmation Tuesday that the Islamist-drafted constitution passed in a referendum ushered in a new chapter in Egypt's two-year transition from authoritarian rule, likely to be characterized more by legal battles and less by street protests.

The dispute over the constitution deeply polarized the country, reigniting mass street protests that turned deadly at times.

"We have now moved from conflict in the streets between political forces and the regime to a new phase of legal disputes over legislation and control of state institutions," said Nasser Amin, the head of the Center for the Independence of the Judiciary and Legal Profession. "This is the most critical phase...and the battle won't be very clear to regular people."

The constitution's supporters, including Islamist President Mohammed Morsi and his government, had argued it would pave the way for more stability in Egypt and the building up of state institutions.

The largely secular and liberal opposition who opposed the constitution fear it enshrines a prominent role for Islamic law, or Shariah, in governing the country's affairs and reinforces Islamists' hold on power. They say it constitution restricts freedoms and ignores the rights of women and minorities.

The main opposition group has questioned the legitimacy of the charter itself, saying it was rushed through without national consensus.

"Egypt constitution (is) void as it conflicts (with) certain peremptory norms of international law," such as freedom of belief and expression, opposition leader Mohammed ElBaradei said on his Twitter account Wednesday.

Under the new constitution, the Islamist-dominated Shura Council, the traditionally toothless upper house, was granted temporary legislative powers and began its work a day after the official results of the referendum said the charter passed with nearly 64 percent. It will legislate until elections for a new lower house are held within two months.

"I congratulate the Egyptian people on behalf of the government for the passing of the constitution of the second republic, which establishes a modern democratic state where the people's voices are heard and where injustice, dictatorship, repression, nepotism and corruption take a back seat," Cabinet Minister Mohammed Mahsoub, who hails from the Islamist Wasat Party, told the session.

But the 270-member council is boycotted by the largely liberal and secular opposition groups ?which has also rejected the presidential appointments to the upper house.

Morsi appointed 90 members to the council on the last day of the referendum on the constitution, in a bid to make it more representative. The other two-thirds of the members were elected last year with no more than seven percent of eligible voters.

But the new appointments maintained the hold of Islamists on the house.

Morsi has had legislative powers for months since a court dissolved the law-making lower house of parliament. He will address the nation later Wednesday to formally hand over legislative powers to the Shura Council.

In its first act, the Shura Council convened to swear in the 90 new members appointed by Morsi.

The government used the session to set its priorities for the coming period.

Speaking to the council, Mahsoub, the minister in charge of parliamentary affairs, said the government will prepare new legislation for parliament to discuss, including a law to regulate the upcoming parliamentary elections, anti-corruption laws, and laws to organize Egypt's efforts to recover money from corrupt officials from the era of ousted President Hosni Mubarak.

Mahsoub said such bills can be ready as early as next week, when the council convenes again for its regular working session.

He said the government also wants to draft laws to revise maximum and minimum wages, expand social insurance coverage and regulate the media, as well as institute Egypt's first freedom of information act.

"At this critical time for the nation, this respected council is required to pass a set of laws for the state to complete building its institutions," he said.

Amin, the judicial expert, said the constitution will also reduce the number of judges sitting on the country's top court, the Supreme Constitutional Court, from 19 to 11. This was seen by some as a way to get rid of some of the most critical judges of Islamists. Some of them were appointed during the Mubarak era, and Morsi viewed them as holdovers who tried to undermine his authorities.

"The court now will constitute little danger to the legislation to be passed in the coming period," Nasser said. "After the end of the street battle, and after the constitution and new legislature, (the government) will make all the amendments it wants through the law."

The opposition also refused to attend a national dialogue hosted by Morsi's vice president, saying the agenda for the talks are not clear and the disputed constitution was already rushed through. Instead, it says it will contest the upcoming parliamentary elections and hopes to achieve a sizeable representation to challenge the constitution.

The opposition will be watching the Shura Council to see whether new legislation increases civil liberties and addresses poverty and social inequalities ? or increases the ability of the state to crack down on its critics and impose an Islamist rule, as many fear.

Simple tweaks to speed up your computer | Nepal IT | A Blog For ...

Windows computer are the ones that tend to slow down after a certain period of purchase. This situation can be avoided by certain tweaks, here are few of the tips that you can follow to prevent your computer from slowing down.

Too many start-up items! Turn off few of them
Every time you install a program, it may ask for a permission of starting up after the booting is completed. If you do not need them as soon as Windows start, then do not add them to the start-up items.
Also, if there are too many startup programs, you can use ?msconfig? command and uncheck the startup items that you do not need.

Get rid of unnecessary files
Whenever you?re making use of any file, the information related to that file gets stored in the Registry of your system, be it a temporary file or a corrupted file or any website URLs. Piling up of certain unwanted files in the registry slows down the computer performance. You can avoid such kind of fuss, by using a registry cleaner that will detect the unnecessary files and remove them from your system. Many registry cleaners have a feature of ?undo?, so you can undo any action you want.

Schedule a disk clean up
To use a registry cleaner, you need to download or purchase it online. However, ?disk cleanup? is a utility that comes embedded in the package of Windows. This utility runs and checks for the unused files and bad files that are unnecessarily occupying the space in the hard drive, it removes such clutter and empties space in the hard drive, which also enhances hard drive?s performance.

Defrag the disk partitions
Do you have any idea about the file storing method in the hard disk of your PC? The files store themselves in a random manner, wherever they find a place. This makes the retrieval of files little difficult, when requested by the user. Fetching files could be easy, if they are more organized in a single place. This can be performed by a Windows utility ?Defrag?, running it periodically will organize the data on your hard drive and speeds up the PC performance.

Nothing could be more disappointing than waiting for a long time in front of your computer to get what you have been looking for. At times, users are not left with any option other than hitting their fist on the desk. However, you have an option to follow few of the above practices to avoid such frustrations.

NYA Communications a leading provider of English to German ...

Often when you least expect it you run across an answer to a question that you didn?t know that you had.? This is the cast with NYA Communications ? company that translates English into German and serves in other capacities in multilingual communications.? The following is an interview that I had with Nicole Adams.? If you?re serious about serving the European market?then the services that Nicole offers is worth serious consideration.? Here?s a link to her website.? NYA Communications

NYA_Communications1.?? ?Having just got back from a trip to Geneva, I find it interesting that I now have the opportunity to interview a company that specializes in translations.? From an introductory perspective, share what got you into this fascinating business.

After completing a Masters Degree in Contemporary English Language and Linguistics I initially worked in-house as multilingual account manager, German and English quality manager, and translation project manager in the UK. By chance I came across an ad from a translation agency looking for a freelance translator to translate a letter into German. I though ? hey, I can do that! ? and the rest is history. Later on I also became formally certified as a German/English translator.

I?ve been self-employed for almost 10 years now and wouldn?t change a thing. It?s very rewarding to help companies tap into new markets and grow their business through multilingual communication.

2.?? ?What is your background that makes you the expert in German to English or English to German translations?

Having been raised bilingually in German and English, I have always had a passion for languages and writing. I grew up speaking both English and German and have lived, worked, and/or studied in the US, Germany, the UK, and now Australia. What?s unique about me is that I have a perfect grasp of both German and English. This enables me to understand every nuance of the original document so that no piece of information gets lost or misinterpreted.

3.?? ?You offer several services ? give us a brief explanation of those services.

My services range from translations between English and German to editing, proofreading, and localization for companies and agencies. NYA Communications? services also include business mentoring, public speaking and workshops and helps organizations with business development, social media and computer-assisted translation (CAT) software training.

I specialize in documents from the domains of marketing, public relations, advertising, and business. The types of document I handle on a daily basis are press releases, sales presentations, websites, brochures, company magazines, corporate communications, newsletters, etc.

4.?? ?I notice that one service you offer is ?Localization? ? tell us how that might apply ? for example if I hired you to ?Localize? a news release.

When requesting a translation from, say, German to English, the client always needs to specify whether the target audience is the US or the UK (or another) market. An English text written for a UK audience might not work in the US, for example, because of the distinct cultural and linguistic differences between the two markets.

5.?? ?Also, with respect to Localization ? you reference that this service is tailored for the UK or Australian market.? But I thought you did German to English or the reverse?I?m confused.? Help.

Although I mainly translate between German and English, I also offer monolingual English language services. Localization goes beyond mere translation but is rather transcreation, i.e. rewriting the text from scratch in the target language to convey the idea of the source text in terms the target reader understands. It also involves adapting things like the date format, currencies, units of measurement, etc. to the customary local forms in the country where the localized text is to be used (e.g. ?25 December 2012? into ?December 25, 2012? or ?metres? to ?feet?).

6.?? ?Since so many on the European continent are proficient in English ? share three reasons that one would need the use of a translation service

Any company serious about expanding into foreign markets and growing their business must have their marketing collateral, website, and other documentation professionally translated. Customers only buy what they understand, and studies have shown that sales figures sky-rocket almost instantly once companies launch foreign-language versions of their websites.

A common misconception is that any bilingual intern can just compose press releases or in a foreign language, and that money can be saved when an in-house employee handles translations. This, however, is a false economy because poorly translated texts often end up costing businesses more than they would have paid for a professional translator the first time round. It is usually more costly to have a ?bad? translation revised than to hire an expert in the first place. It?s crucial for any business wanting to operate internationally to allocate an appropriate budget for translation and language services.

It?s undoubtedly true that many Europeans speak excellent English. But as Nelson Mandela once famously said: ?If you talk to a man in a language he understands, that goes to his head. If you talk to him in his language, that goes to his heart.?

7.?? ?I recently released a ?Press Release? about my role in a meeting in Geneva.? Would there be any value in releasing that in another language?? If so, share where you see the value and in what format.

It depends who it is you?re targeting with the release and whose attention you want to attract. If you have clients in Switzerland, it would no doubt be beneficial to issue a media release in their local language(s). A release in the local language is also more likely to be picked up and published by sources your clients and/or your target group know and trust. This will in turn boost their trust in you and consolidate your position as a trusted partner.

Secondly, publishing a foreign-language press release will of course give you access to entire target markets who don?t speak English or don?t speak it sufficiently for business purposes. Having a translated media release will allow you to reach all those people in your target market that would have otherwise disregarded your English press release because they don?t understand it sufficiently well.

8.?? ?As an author there are many books that have been translated into another language. Would an author come to you for that service?

Authors seeking to translate their work would usually go through their publisher, who arranges for a translator. Having said that, it is not unheard of for authors to search for and approach translators directly. This is especially the case for small? business owners publishing non-fiction books or e-books. Here, it can be very benefitial to have that direct contact between the translator and the author.

9.?? ?Share with my readers what are the top services that American?s seek from your company and why.

I work with clients all over the world, primarily in Europe. but I did notice a trend towards localization in the US market in 2012. Many requests by American companies this year were for localization services from US English into either UK or Australian English, i.e. adapting their website copy and collateral to these markets. Being based in Australia, the time zone is also a major plus because I can deliver urgent projects ?over night?.

NYA_Communications_Business_Card10.?? ?A number of my readers are in the media, so as we conclude this interview ? what two things would you want them to know about the uniqueness of your service?

There are many language service providers out there, and many who work with German, but what makes me unique is that I?m a long-term partner to my clients and understand their business needs. I am a strong believer in CPD and regularly attend online and offline courses to keep my skills up to date, which naturally also benefits my clients. My business has recently won Gold in the 2012 Australian Business Quality Awards and achieved 19th place in the 2012 Top 100 Language Twitterers Competition. I?m also currently working on a book, Translation Means Business (to be published in early 2013), aimed at newly established solopreneurs in the language industry. This unique mix of services for clients and fellow translators, rooted in my passion for communication and business, is what makes my unique in this market segment.

(AP) ? Heralded by the blare of trumpets, Pope Benedict XVI is presiding over Christmas Eve Mass in a St. Peter's Basilica packed with tourists, Italians and other faithful.

The ceremony began at 10 p.m. (2100 GMT) Monday night instead of the traditional midnight start time. The schedule was changed at the Vatican years ago to let the pontiff rest before he is to deliver a Christmas Day speech hours later from the basilica's central balcony.

A smiling Benedict, dressed in gold-colored vestments, waved to photo-snapping pilgrims and applauding church-goers as he glided up the center aisle toward the ornate main altar of the cavernous basilica on a wheeled platform guided by white-gloved aides. The platform is employed to save the 85-year-old pontiff's energy.

As a men's choir chanted, Benedict sprinkled incense around the altar, and wished the faithful "peace" in Latin.

A few hours before Mass, Benedict lit a Christmas peace candle and set it upon the windowsill of his studio window overlooking St. Peter's Square.
