Habitat for Humanity Fresno County will hold a dedication ceremony on Saturday to celebrate the completion of two new homes for the Vang Her and Boonma Vang families of Fresno.

Her and Vang were neighbors in the Wat Tham Krabok refugee camp in Thailand before both resettled in Fresno separately in 2004.

They were reunited last summer when both families learned that they would once again be neighbors in the Little Long Cheng subdivision in southeast Fresno.

Google patches 'loophole' seen by security firm

A security firm found it could bypass Google's two-step login verification process, reset a user's master password and gain full control of the account "simply by capturing a user's application-specific password."

Application-specific passwords are passwords generated by Google that you can opt to use instead of your master password. They are long and awkward, and the whole point of them is that they aren't really something you'd ever remember or even store anywhere. The trouble was, users were led to think they could only be used once, but Duo Security said, in a report, that they could in fact be used anywhere ? and without a second point of authentication. The trick for the hacker was to obtain the application-specific password, and that's really hard.

Duo shared its findings with Google, and as of Feb. 21, "Google engineers pushed a fix to close this loophole," the security firm said.

A Google spokesperson told NBC News Tuesday it is "not aware of any related abuse of accounts that use 2-step verification, and we increased the security for these accounts last week by increasing the authentication requirement for sensitive account actions."

In other words, while there may have been a vulnerability, Google isn't aware of anyone taking advantage of it, and the recent update likely put an end to the threat.

Furthermore, the threat, outlined by Duo, "required gaining access to an application-specific password (ASP), which was unlikely because ASPs are complex strings of characters that are not designed to be written down or memorized," said Google's spokesperson. "Without a separate vulnerability to obtain an ASP" ? that is, without someone already having hacked your account to look up these weird passwords ? "these accounts remained protected."

A two-step, or two-factor, verification login basically calls for two different proofs of your identity. Usually the first is a password; the second is a temporary code that's sent to your phone or generated by an app or software.

Google has been using two-step verification since 2010. Yahoo started using it in 2011, and so did Facebook, which refers to it as "login approvals." (You can read more about Google's two-step, or two-factor, verification process here.)

"If an attacker can trick a user into running some malware, that malware might be able to find and extract an ASP somewhere on that user?s system," Duo Security's report said.

Google's fix "helps this situation significantly," said Duo. "Though a compromised ASP could still inflict significant harm on a user, that user should ultimately retain control over his account (and the ability to revoke the ASP at the first sign something has gone wrong)." The ASP alone might help a hacker gain access to your Gmail on a device, for instance, but he or she would still need your master password to mess with your account settings.

While Duo Security's findings are worth noting, the bigger threat for most users is really the fact that we often pick terrible passwords in the first place.

On the bright side, Google said recently that its use of "automated risk analysis" has dramatically reduced the number of compromised Google accounts by 99.7 percent since their peak in 2011.

Scientists are concerned about the deformed sex organs of England's otters ? and what it might mean for humans.

The furry mammals are found in rivers throughout Britain, but male otters aren't what they used to be. An alarming number of them now have shrunken penis bones (baculum), as well as undescended testicles (cryptorchidism) and cysts on sperm-carrying tubes, according to a new report written by Cardiff University scientists.

The results are based on analyses of samples from 755 otter carcasses collected around England and Wales between 1992 and 2009.

"We were surprised to see the reduction in the baculum weight," Elizabeth Chadwick, project manager at the Cardiff University Otter Project, told the BBC. "(It's) certainly something that needs further investigation."

Though scientists aren't yet able to identify a single cause for the deformed sex organs, one leading suspect is a class of chemical pollutants known as endocrine disruptors.

Endocrine-disrupting chemicals?(EDCs) alter the hormone balance of humans and animals. An unborn fetus is particularly vulnerable to the effects of endocrine disruptors, since the development of sex organs in the womb is largely controlled by hormones such as testosterone and estrogen.

The plastic additive Bisphenol A, or BPA is one hormone disruptor that's consistently been cited as a concern for women of childbearing age and their babies. Other endocrine-disrupting compounds are found in pharmaceuticals, pesticides and other common household products.

Though scientists are still sifting through the evidence, there are many researchers who believe the prevalence of endocrine disruptors might be linked to a worldwide drop in sperm quality and quantity in humans. [Sexy Swimmers: 7 Odd Facts About Sperm]

As the top predator in England's rivers and lakes, the BBC reports, otters are an indicator species whose health reveals much about the well-being of the entire aquatic ecosystem. Health problems discovered in otters, Chadwick said, "could be a warning for all mammals really, which include us humans."

"These findings highlight that it is time to end the complacency about the effects of pollutants on male reproductive health, particularly as some of the effects reported in otters may be caused by the same EDCs that are suspected to contribute to the declining trends in men's reproductive health and cause testicular cancer, undescended testes and low sperm count," Gwynne Lyons, director of Chemicals, Health and Environment Monitoring Trust (CHEM), which co-authored the report with Cardiff University, said in a statement.

Head of Mexico's powerful teachers' union jailed

MEXICO CITY (AP) ? Mexico's most powerful woman was formally charged with a massive embezzlement scheme on Wednesday, standing grim-faced behind bars live on national television in what many called a clear message that the new government is asserting its authority.

The country watched rapt as national teacher's union head Elba Esther Gordillo heard the charges against her read by a judge in a grim prison in eastern Mexico City. It was a dizzying fall from power for a woman who traveled on private jets and maintained properties worth millions of dollars in Southern California.

Gordillo was charged with embezzling 2 billion pesos (about $160 million) from union funds, as well as organized crime. The judge in the case said a decision about whether the evidence is sufficient to merit a trial would be taken in three to six days.

If found guilty, Gordillo could face 30 years in prison.

She was arrested Tuesday afternoon as she returned from San Diego for a meeting of leaders of the 1.5 million-member National Union of Education Workers she has led for nearly a quarter-century. She was heading the union's fight with President Enrique Pena Nieto's administration over the country's most sweeping educational reform in more than 70 years.

Her arrest came a day after the president signed the reform into law.

"This is a case that has absolutely no political motivation," Attorney General Jesus Murillo Karam told the Televisa television network.

But most Mexicans scoffed at the idea that prosecutors had just found out that Gordillo ? known for her designer clothes, luxury cars and plastic surgery ? might be corrupt. Many saw it as a shot across the bow of potential foes by the Institutional Revolutionary Party, or PRI, which ran the country for seven decades, was thrown out of power in 2006 and won back the presidency last year.

The message: Don't commit Gordillo's mistake of publicly opposing the president's reform efforts.

"The message is that, if this can happen to Elba Esther, it can happen to anyone," former Mexico City Mayor Manuel Camacho Solis told MVS Radio. Prosecutors said they had detected nearly $3 million in purchases at Neiman Marcus stores using union funds, as well as $17,000 in U.S. plastic surgery bills and the purchase of a million-dollar home in San Diego.

The arrest immediately sparked calls for prosecutors to bring similar cases against other union leaders known for lavish spending. The main opposition parties specifically named the leader of the country's oil workers' union, accused by local news media of giving his son a $2 million Ferrari, a report that has never been confirmed or denied.

The arrest of Gordillo sidelines a powerful opponent of the PRI even as the administration takes on a figure many blame for the dire state of the Mexican education system. Gordillo was a PRI leader for decades before splitting from the party, which was accused of corruption and authoritarian practices during its decades in power.

"This can be something very good for the country, but also for the government and for the PRI," said Jose Antonio Crespo, a political analyst at the Center for Economic Research and Teaching in Mexico City. "It cleans up the image of the PRI, as if to say, "Yes, we will be a different PRI, we're moving forward, not backward."

Pena Nieto is also proposing reforms that would open the state-owned oil company to more private investment, a move that could awaken similar opposition from that union.

But teacher's union members had been the only ones marching in the streets against reform in recent weeks, and the fiery Gordillo, who rose from teenage school teacher to a maker of presidents, vowed to keep fighting.

"I want to die with the epitaph: Here lies a warrior. She died like a warrior," Gordillo said in a speech on her 68th birthday this month.

Her union's secretary-general said Gordillo still had the group's loyalty, solidarity and affection, but there was no immediate sign of plans for protests.

Asked if he would go after other corrupt union bosses, as opposition parties have demanded, Murillo Karam said "I don't have evidence as clear as in this case."

In a news conference minutes after Gordillo's detention, he said the investigation started in December, just after Pena Nieto took office, when Banco Santander alerted authorities to transfers of billions of pesos, according to the attorney general.

Some funds eventually ended up in bank accounts in Switzerland and Liechtenstein, according to Assistant Attorney General Alfredo Castillo, who said that in one case, $1 million went to a Swiss account for a company owned by Gordillo's mother. Those funds were then used to buy a million-dollar house on the Coronado peninsula near San Diego.

For years, Gordillo has beaten back attacks from union dissidents, political foes and journalists who have seen her as a symbol of Mexico's corrupt, old-style politics. Rivals have accused her of corruption, misuse of union funds and even a murder, but prosecutors who investigated never brought a charge against her.

She was expelled from Pena Nieto's Institutional Revolutionary Party in 2006 for supporting other parties' candidates and the formation of her own New Alliance party. Her support was considered key in giving a razor-thin victory that year to former President Felipe Calderon.

After Pena Nieto's victory, his first legislative achievement was a reform that creates a system of uniform standards for teacher hiring and promotion based on merit instead of union connections. It also allows for the first census of Mexico's education system, which Gordillo's union has largely controlled for decades, allegedly padding the payroll with thousands of phantom teachers.

So great is the union's control that no one knows exactly how many schools, teachers or students exist in Mexico.

The Mexican education system has been persistently one of the worst performers among the world's developed economies, with few signs of improvement.

Mexico spent a higher percentage of its budget on public education than any other country in the Organization for Economic Cooperation and Development except New Zealand but had the lowest expenditure per child in 2009.

Nearly every Mexican 4-year-old is in pre-school, but only 47 percent are expected to graduate high school. In the U.S., the number is closer to 80 percent.

In a television interview last week about education reform, the interviewer told Gordillo that she was the most hated woman in Mexico.

"There is no one more loved by their people than I," Gordillo answered. "I care about the teachers. This is a deep and serious dispute about public education."

Columnist and political analyst Raymundo Riva Palacio said Gordillo is an experienced political fighter who may have lost the keen sense of political calculation that kept her in power for so many years.

"She lost clarity," Riva Palacio said. "Having so much to lose on the issue on which they finally got her, the money, she calculated badly."

Gordillo's arrest recalled the 1989 arrest of another once-feared union boss, Joaquin Hernandez Galicia, known as "La Quina." The longtime head of Mexico's powerful oil workers union, Hernandez Galicia was arrested during the first months of the new administration of then-President Carlos Salinas.

In 1988, he criticized Salinas' presidential candidacy and threatened an oil workers' strike if Salinas privatized any part of the government oil monopoly, Petroleos Mexicanos, or Pemex. On Jan. 10, 1989, ? about a month after Salinas took office ? soldiers used a bazooka to blow down the door of Hernandez' home in the Gulf Coast city of Ciudad Madero.

He was freed from prison after Salinas left office.

Former Surgeon General C. Everett Koop dies at 96

(Reuters) - Former U.S. Surgeon General C. Everett Koop, whose anti-smoking campaign and outspoken, controversial positions on abortion, AIDS and drugs, elevated the obscure post to one of national influence, died at his home in Hanover, New Hampshire, on Monday. He was 96 years old.

Koop, a pediatric surgeon, served as the leading U.S. spokesman on public health matters and adviser to President Ronald Reagan from November 1981 until October 1989. His death was announced by Dartmouth's Geisel School of Medicine, where he founded the C. Everett Koop Institute.

"Dr. Koop was not only a pioneering pediatric surgeon but also one of the most courageous and passionate public health advocates of the past century," said Dr. Wiley W. Souba, dean of the Geisel School.

The gray-bearded Koop, known for his bow ties and suspenders, became one of most recognizable figures in the Reagan administration.

He took stern and sometimes controversial stands on abortion, AIDS, fatty foods, drugs and cigarettes, and moved through the halls of power convinced that he knew what was best for the nation's health.

Koop enraged the powerful tobacco industry and lawmakers grateful for the industry's generous campaign funds with his insistence that smoking kills and should be banned.

Then, in the midst of a heated national debate about how best to halt the spread of AIDS, Koop blocked the Reagan administration's plans for extensive testing. To the applause of gay rights groups, Koop said the disclosure of the test results, intentional or otherwise, could ruin the careers of those tested.

He spearheaded the drive to make education about AIDS the primary means of preventing the disease, writing a brochure about AIDS that was distributed to millions of American households. Attired in the authoritative white military dress uniform of the Public Health Service and its 7,000-member medical corps he disclosed to the public the glum, often indelicate, details of the disease and how to avoid it.

He urged men to use condoms - if they were unable to abstain from sex - to prevent the spread of AIDS, which is transmitted through semen or blood.

At the time, conservative activist and Koop critic Phyllis Schlafly blasted Koop and his attempts at educating the public as "teaching of safe sodomy in public schools." She demanded, unsuccessfully, that Koop stop preaching about safe sex.

At his confirmation hearings before the Senate, he was blasted by one feminist leader as "a monster" for his deeply held position against abortion.

"He saved countless lives through his leadership in confronting the public health crisis that came to be known as AIDS and standing up to powerful special interests like the tobacco companies," U.S. Representative Henry Waxman, a California Democrat, said on Monday.

Born in Brooklyn, New York, on October 14, 1916, Koop was badly injured as a child in a skiing accident and in playing football, which led him to an interest in medicine.

At 16, he entered Dartmouth College in New Hampshire and later graduated from Cornell Medical School.

Koop was preceded in death by his first wife, Elizabeth, and by their son David, according to Dartmouth.

He is survived by their children Allen Koop, the Rev. Norman Koop and Elizabeth Thompson, as well as by his wife, Cora, whom he married in 2010. He is also survived by eight grandchildren, according to Dartmouth.

Leatherback sea turtle could be extinct within 20 years at last stronghold in the Pacific Ocean

Feb. 26, 2013 ? An international team led by the University of Alabama at Birmingham (UAB) has documented a 78 percent decline in the number of nests of the critically endangered leatherback sea turtle (Dermochelys coriacea) at the turtle's last stronghold in the Pacific Ocean.

The study, published online Feb. 26 in the Ecological Society of America's scientific online journal Ecosphere, reveals leatherback nests at Jamursba Medi Beach in Papua Barat, Indonesia -- which accounts for 75 percent of the total leatherback nesting in the western Pacific -- have fallen from a peak of 14,455 in 1984 to a low of 1,532 in 2011. Less than 500 leatherbacks now nest at this site annually.

Thane Wibbels, Ph.D., a professor of reproductive biology at UAB and member of a research team that includes scientists from State University of Papua (UNIPA), the National Oceanic and Atmospheric Administration (NOAA), National Marine Fisheries Service and the World Wildlife Fund (WWF) Indonesia, says the largest marine turtle in the world could soon vanish.

"If the decline continues, within 20 years it will be difficult if not impossible for the leatherback to avoid extinction," said Wibbels, who has studied marine turtles since 1980. "That means the number of turtles would be so low that the species could not make a comeback.

"The leatherback is one of the most intriguing animals in nature, and we are watching it head towards extinction in front of our eyes," added Wibbels.

Leatherback turtles can grow to six feet long and weigh as much as 2,000 pounds. They are able to dive to depths of nearly 4,000 feet and can make trans-Pacific migrations from Indonesia to the U.S. Pacific coast and back again.

While it is hard to imagine that a turtle so large and so durable can be on the verge of extinction, Ricardo Tapilatu, the research team's lead scientist who is a Ph.D. student and Fulbright Scholar in the UAB Department of Biology, points to the leatherback's trans-Pacific migration, where they face the prevalent danger of being caught and killed in fisheries.

"They can migrate more than 7,000 miles and travel through the territory of at least 20 countries, so this is a complex international problem," Tapilatu said. "It is extremely difficult to comprehensively enforce fishing regulations throughout the Pacific."

The team, along with paper co-author Peter Dutton, Ph.D., discovered thousands of nests laid during the boreal winter just a few kilometers away from the known nesting sites, but their excitement was short-lived.

"We were optimistic for this population when year round nesting was discovered in Wermon Beach, but we now have found out that nesting on that beach appears to be declining at a similar rate as Jamursba Medi," said Dutton, head of the NOAA Southwest Fisheries Science Center's Marine Turtle Genetics Program.

The study has used year-round surveys of leatherback turtle nesting areas since 2005, and it is the most extensive research on the species to date. The team identified four major problems facing leatherback turtles: nesting beach predators, such as pigs and dogs that were introduced to the island and eat the turtle eggs; rising sand temperatures that can kill the eggs or prevent the production of male hatchlings; the danger of being caught by fisheries during migrations; and harvesting of adults and eggs for food by islanders.

Tapilatu, a native of western Papua, Indonesia, has studied leatherback turtles and worked on their conservation since 2004. His efforts have been recognized by NOAA, and he will head the leatherback conservation program in Indonesia once he earns his doctorate from UAB and returns to Papua.

He has worked to educate locals and limit the harvesting of adults and eggs. His primary focus today is protecting the nesting females, eggs and hatchlings. A leatherback lays up to 10 nests each season, more than any other turtle species. Tapilatu is designing ways to optimize egg survival and hatchling production by limiting their exposure to predators and heat through an extensive beach management program.

"If we relocate the nests from the warmest portion of the beach to our egg hatcheries, and build shades for nests in other warm areas, then we will increase hatching success to 80 percent or more," said Tapilatu.

"The international effort has attempted to develop a science-based nesting beach management plan by evaluating and addressing the factors that affect hatching success such as high sand temperatures, erosion, feral pig predation and relocating nests to maximize hatchling output," said Manjula Tiwari, a researcher at NOAA's Southwest Fisheries Science Center in La Jolla, Calif.

Wibbels, who is also the Ph.D. advisor for Tapilatu, says that optimizing hatchling production is a key component to leatherback survival, especially considering the limited number of hatchlings who survive to adulthood.

"Only one hatchling out of 1,000 makes it to adulthood, so taking out an adult makes a significant difference on the population," Wibbels said. "It is essentially the same as killing 1,000 hatchlings."

The research team believes that beach management will help to decrease the annual decline in the number of leatherback nests, but protection of the leatherbacks in waters throughout the Pacific is a prerequisite for their survival and recovery. Despite their prediction for leatherback extinction, the scientists are hopeful this species could begin rebounding over the next 20 years if effective management strategies are implemented.

SINGAPORE (Reuters) - Fed up of playing in front of sparse crowds in Singapore's poorly attended S.League, players from Balestier Khalsa are going door-to-door to try to drum up their fan base.

"The more often the players go knocking on doors, the higher the chances of them becoming familiar with residents," Balestier chairman S Thavaneson told Monday's Today newspaper.

"Who knows, they may become curious and decide to watch a game or two."

While Singaporeans are huge football fans, they are far more interested in watching English Premier League giants Manchester United, Liverpool and Arsenal on television rather than going to see local teams like Balestier, Woodlands Wellington and Tanjong Pagar United.

Average attendances in the 12-team S.League fell to 932 last year and organisers are heavily promoting a 'Support our S.League' campaign to address the concerns.

Thavaneson was hopeful the door-to-door campaign could help Balestier sell out their small stadium in central Singapore throughout the 2013 season, which began on Wednesday.

"There are 100,000 residents in Toa Payoh, if we can bring in just 3 percent of them to our stadium, we will have a full house each time," Thavaneson said.

No joke: The Onion begs for forgiveness over Tweet

NEW YORK (AP) ? The Onion is apologizing for calling the 9-year-old star of "Beasts of the Southern Wild" a vulgar and offensive name on Twitter, an attack that led to a firestorm online.

The satirical newspaper on Sunday referred to Quvenzhane Wallis with an expletive intended to denigrate women. The Onion was lambasted overnight and asked for forgiveness Monday.

"It was crude and offensive ? not to mention inconsistent with The Onion's commitment to parody and satire, however biting," The Onion CEO Steve Hannah wrote on Facebook. "No person should be subjected to such a senseless, humorless comment masquerading as satire."

Hannah said the offensive tweet was taken down within an hour and the newspaper has "instituted new and tighter Twitter procedures" to ensure it will never happen again. Those responsible would be disciplined, he added.

"Miss Wallis, you are young and talented and deserve better. All of us at The Onion are deeply sorry."

A message sent to Quvenzhane's representative seeking comment wasn't immediately returned Monday.

The Onion's original tweet brought some calls for the fake new organization to publicly identify the writer of the tweet, vows to refuse to retweet its material, and requests from outraged consumers to email The Onion to complain.

Oscar host Seth MacFarlane also joked about the young star during the ceremony. Some found the quip offensive, albeit not to the degree of the outrage over The Onion's tweet. MacFarlane joked that "it'll be 16 years before she's too old for" George Clooney.

It wasn't the first time The Onion has gotten into hot water for trying to push its humor. Last year, the site attracting public ire for an image that showed an airliner about to crash into Chicago's Willis Tower, the tallest building in the country.

And the year before, Washington Capitol Police released a statement refuting tweets and an article claiming members of Congress had taken a group of schoolchildren hostage. It included a doctored picture of Republican House of Representatives Speaker John Boehner holding a gun to a child's head.

The Chicago-based publication was founded in 1988 by two students in Madison from the University of Wisconsin. Starting as a local college newspaper, it became a national comedy institution and went online in 1996, and has since developed a television news parody.

The publication is distributed weekly in cities, but it has also embraced Twitter and has an app for the iPad and other tablets. It says it averages 40 million page views and roughly 7.5 million unique visitors per month.

McCarthy's 'Identity Thief' tops box office again

(AP) ? Hollywood's latest films performed tepidly at the box office on Oscar weekend, with Melissa McCarthy's "Identity Thief" returning to the top spot in its third week of release.

According to studio estimates Sunday, the Universal comedy earned $14.1 million over the weekend, enough to regain the box-office title after losing it last week to Fox's "A Good Day to Die Hard."

With a cumulative total of $93.7 million, "Identity Thief" is the biggest hit so far in 2013.

For the fifth week in a row, the box office was down as compared to last year's business. That was unlikely to dampen Sunday night's Academy Awards, though. The nine best picture nominees have largely fared well at the box office. This weekend, eight of them are in the top 21 films.
