One Week To Go: Super Storm Stalls Presidential Politics (The Note)

THE LATEST ON THE STORM: ABC's weather guru Sam Champion reports: Sandy came on shore packing the punch of a Super Storm. It's is currently bringing heavy snow storms inland, and tropical storm force winds over the entire eastern seaboard. In New York, Sandy brought a record high tide of nearly 14 feet in the Battery. Unprecedented flooding caused back-up generators to fail at NYU medical center. Power is out in most of lower Manhattan and the latest estimates have more than 7 million people without power in 11 states. And the storm hasn't passed yet- there will be almost Hurricane force winds continuing throughout the day today in the affected areas. http://abcn.ws/SujfOP

SANDY AND OBAMA: ABC's Senior White House Correspondent Jake Tapper reports from Orlando, Fla.: Overnight President Obama spoke with Governors Cuomo (New York) and Christie (New Jersey), as well as Mayors Bloomberg (NYC), Healy (Jersey City) and Booker (Newark). White House officials say the president was updated throughout the night on the impacts of Sandy as it came ashore and moved inland. As for the Major Disaster declarations announced this morning for New Jersey and New York - they provide additional federal resources to the state as they respond - it makes additional federal funding streams (for additional activities) and resources available on top of all that has already been made available, including through the emergency declarations for both states that the President granted before landfall.

SANDY AND ROMNEY: The Romney campaign announced that today Mitt Romney is scheduled to attend a storm relief event at the James S. Trent Arena in Kettering, Ohio, where he will help collect donations for storm-relief efforts. In addition: "Paul Ryan will be in Wisconsin to drop by the La Crosse Victory Center in La Crosse and the Hudson Victory Center in Hudson, where he will thank volunteers who are delivering or collecting items for storm relief efforts. ? And Ann Romney will also attend events in Wisconsin and then travel to Iowa. She will visit the Green Bay Victory Office in Wisconsin, the Davenport Victory Center in Iowa as well as the Cedar Rapids Victory Office in Iowa, where she will participate in storm relief collection efforts. She will then attend a Victory Rally at the Temple for the Performing Arts in Des Moines, Iowa."

THE NOTE:

Exactly one week from today Americans across the country will go to the polls to pick the next president of the United States.

But this morning people in many parts of the East Coast are waking up to the destruction left in the wake of what one ABC News reporter described as a "liquid fist" that pounded the mid-Atlantic and Northeast.

According to the Associated Press, the storm took the lives of "at least 17 people in seven states" and cut off power to nearly 7.5 million residents.

Both presidential candidates curtailed their campaign schedules yesterday and while President Obama remains in Washington, DC to monitor the storm situation from the White House today, his opponent, Mitt Romney, attends a storm relief event in Ohio.

Campaign surrogates, including Bill Clinton and Ann Romney, will continue to hit the trail. And as ABC's Jonathan Karl points out, the campaign has not entirely come to a halt. Both sides traded attacks over dueling television ads on the auto bailout yesterday and those ads continue to run on cable and broadcast in the states.

Meanwhile, in response to recent polls and signals from the campaigns, ABC News moved two states - Minnesota and Pennsylvania - from "Solid Democratic" to "Lean Democratic" (more on that below).

But whatever might happen next Tuesday, it's clear that today, as the effects of the storm continue to be felt further north and as recovery and clean-up efforts begin, presidential politics will not be the focus.

Tomorrow, of course, is another day.

ABC's RICK KLEIN: The trail isn't supposed to come to this kind of dead end, and nowhere in a campaign playbook does a path out of it get mapped. Beyond disruptions in early voting and actual campaigning, there's the news vacuum in Sandy's wake. President Obama can tour damage and Mitt Romney can sling supplies, but the fact is neither candidate knows quite what to do after that. The campaign ads continue unabated - and never have they seemed more discordant than when the break up scenes of devastation. Politics will return faster than power in many homes, but the campaign must and will feel different over the last week.

CHRIS CHRISTIE: 'THE ADMINISTRATION? HAS BEEN OUTSTANDING.' Speaking to ABC's George Stephanopoulos on "Good Morning America New Jersey Gov. Chris Christie had high praise for the administration's handling of the storm so far. "I have to say the administration, the President himself and FEMA Administrator Craig Fugate have been outstanding with us so far" Christie said. "We have a great partnership with them, and I want to thank the President personally for his personal attention to this." And in an interview on Fox News, Christie said now was not a time for politics: "I have a job in New Jersey that is much bigger than presidential politics," he said. ABC MOVES PENNSYLVANIA, MINNESOTA FROM SAFE TO LEAN. ABC News Political Director Amy Walter explains the changes to the electoral map: With one week to go, states that were once considered Obama strongholds now look less solid. Republican groups are putting resources into Minnesota and Pennsylvania. Team Obama brushes off these incursions as wishful thinking by Republicans, but noticeably they are putting money and muscle into both states. Minnesota has been added to Bill Clinton's schedule. BIDEN, CLINTON CAMPAIGN IN OHIO AS OBAMA MONITORS HURRICANE SANDY. While Hurricane Sandy punished the East Coast, Vice President Joe Biden and former President Bill Clinton stayed on the campaign trail Monday, speaking at the Covelli Center in Youngstown, Ohio Monday afternoon reports ABC's Arlette Saenz. President Obama canceled his campaign appearances for Monday and Tuesday to monitor the hurricane from Washington. Biden and Clinton, campaigning together for the first time this election cycle, did not let up on their attacks on the GOP ticket, furthering the criticism of Mitt Romney for a misleading campaign ad suggesting President Obama allowed Jeep operations to move to China. President Clinton called Romney's ad "the biggest load of bull." http://abcn.ws/RjzTx0

POLITICS OF FEMA: MITT ROMNEY SUGGESTED LESS FEDERAL INVOLVEMENT. ABC's Zach Wolf reports, as the nation's attention turns to the storm and the federal government gears up to assist states, it is worth noting how funding for FEMA and disaster relief have featured in national politics and the presidential race. Should FEMA be reformed to put a stronger emphasis on the states and less of an emphasis on federal aid? "Absolutely," said Mitt Romney during a June 13, 2011, GOP primary debate. But a Romney campaign spokeswoman said today not to read too much into the exchange from 2011, that it does not mean Romney wants to institute cuts for FEMA. "Gov. PERILS OF PRE-TAPE: PRESIDENT OBAMA TALKS IPOD ON RADIO AS HURRICANE HITS. ABC's Jake Tapper and Devin Dwyer report, as Hurricane Sandy barreled toward the Mid-Atlantic and the White House scrambled to get the commander in chief back to Washington, President Obama could be heard on the radio airwaves in battleground Ohio talking about his iPod. "I've got a pretty good mix. I've got old school. Stevie Wonder and James Brown. I've got Rolling Stones. Bob Dylan. And then I've got everything from Jay-Z to Eminem to the Fugees to you name it," Obama told DJ E.J. Greig of Cincinnati's 101.1 The Wiz in a pre-taped interview. MISLEADING ROMNEY AD ON JEEPS DRAWS OBAMA RETORT. ABC's Devin Dwyer and Emily Friedman report, a misleading TV ad from Republican nominee Mitt Romney has prompted spirited objections from independent fact-checkers and Democrats for suggesting incorrectly, just days before the election, that automaker Chrysler is moving Jeep production out of Ohio to China. "Obama took GM and Chrysler into bankruptcy, and sold Chrysler to Italians who are going to build Jeeps in China," the Romney ad says. SWING STATE SNAPSHOT: WILL VIRGINIA STAY WITH OBAMA? In this final week before the election, ABC News takes a closer look at the 10 battleground states that will make or break the election. Today we look at Virginia. Virginia is a new swing state. In the last 40 years, going back to 1972 it has only gone blue once - and that was in 2008 reports ABC's Elizabeth Hartfield. Prior to Barack Obama's victory in the commonwealth, no Democratic presidential candidate had won Virginia since Lyndon Johnson in 1964. The state's changing demographics - an increase in the minority population, plus the increase in young white college graduates living in the state - has contributed to the state becoming more friendly to Democrats in recent years. CITING SANDY, SEN. SCOTT BROWN PULLS OUT OF FINAL MASS SENATE DEBATE. Hurricane Sandy isn't just affecting the presidential race. GAFFE-PRONE CANDIDATE'S HURT GOP SENATE CHANCES. The Associated Press's Andrew Taylor reports: "Republicans hopeful of taking over the Senate should be measuring the drapes. But a series of blown opportunities two years ago and again this year has cost Republicans dearly in their quest for a Senate majority. Flawed, gaffe-prone nominees may have cost them the chance to win three seats in the 2010 GOP wave. PROVISIONAL BALLOTS COULD KEEP OHIO'S PRESIDENTIAL OUTCOME IN DOUBT. The Cleveland Plain Dealer's Harlan Spector reports: "As the presidential race narrows in Ohio, the Buckeye State runs the risk of preventing the United States from calling a winner for days after the Nov. 6 election. A wild card in declaring a winner on Election Night could be thousands provisional ballots. Provisionals are given to voters when their eligibility is in question, often because of address changes or discrepancies. Election boards hold the ballots 10 days to determine eligibility. Ohio is said to have one of the highest provisional ballot rates in the country. More than 200,000 provisional ballots were cast in Ohio in 2008. SANDY COULD DELAY FINAL PRE-ELECTION JOBS REPORT. The Washington Post's Rachel Weiner reports: "The Labor Department has not yet ruled out delaying Friday's jobs report due to the havoc caused by Hurricane Sandy. "The employees at the Bureau of Labor Statistics are working hard to ensure the timely release of employment data on Friday, November 2," the BLS said in a statement. "It is our intention that Friday will be business as usual regarding the October Employment Situation Report." WILL THIS ELECTION BE A REPRISE OF 2000? USA Today's Susan Page reports: "If the election were held today, national and statewide polls indicate there might well be a split decision: President Obama winning the Electoral College and Republican Mitt Romney carrying the popular vote. Activists on both sides are braced for Election Day problems over new voter procedures in such key states as Virginia and Ohio. And a razor-close finish automatically would prompt recounts in Colorado, Florida, Ohio and elsewhere. The Romney camp dismisses speculation about the prospect of winning the popular vote only to lose the Electoral College. 'We are confident we will win the election decisively on Nov. 6,' press secretary Andrea Saul says. In an interview just before the Democratic National Convention last month, USA TODAY asked Obama if he had thought about the possibility of a split decision. Disney to buy "Star Wars" producer for $4.05 billion

LOS ANGELES (Reuters) - Walt Disney Co has agreed to buy filmmaker George Lucas's Lucasfilm Ltd and the "Star Wars" franchise for $4.05 billion in cash and stock, a blockbuster deal that includes the surprise promise of a new film in the series in 2015.

Disney Chief Executive Bob Iger, in prepared remarks for analysts, said the plan was to release a new movie in the series every two to three years thereafter. The last "Star Wars" picture was "Revenge of the Sith" in 2005, and Lucas has in past denied any plans for more.

Lucas, a Hollywood icon known for exercising control over the most minute details of the fictional universe he created, will remain as a creative consultant on the new films.

"It`s now time for me to pass 'Star Wars' on to a new generation of filmmakers," he said in a statement. Lucas will become the second-largest individual holder of Disney shares, with a 2.2 percent stake.

Disney will pay about half the purchase price in cash and issue about 40 million shares at closing.

Chief Financial Officer Jay Rasulo, in prepared remarks, said the deal would lower Disney's earnings per share by a low single-digits percentage in fiscal 2013 and 2014. He also said Disney would repurchase all of the issued shares on the open market within the next two years, on top of planned buybacks.

This deal marks the third time in less than seven years that Disney has signed a massive deal to take over a beloved studio or character portfolio, part of its strategy to acquire brands that can be stretched across TV, movies, theme parks and the Internet.

In early 2006, Disney struck a deal to acquire "Toy Story" creator Pixar, and in the summer of 2009 it bought the comic book powerhouse Marvel Entertainment

"Because Lucas is private, I would assume most investors would be surprised (by the deal). My point of view is that Disney already has a great portfolio and this adds one more. They don't have any holes, but their past deals have been additive," said Morningstar analyst Michael Corty.

From a fan's perspective, critics said there was sure to be at least some excitement at the prospect of episode seven in the saga of Luke Skywalker and Darth Vader.

"Do I want to see more Star Wars movies? Not really, but they're not making these movies for me. There's a whole new generation of Star Wars fans, and they worship the prequels like folks my age worshipped the original trilogy," the film writer "Mr. Beaks" said on the well-regarded industry site Ain't It Cool News.

Besides "Star Wars," the Lucasfilm deal also includes rights to the "Indiana Jones" franchise, though Disney did not elaborate on any plans for that series.

Durham?s Megafaun to perform live score of acclaimed documentary, Without a Fight, at UNC?s Memorial Hall

UNC?s Center for Global Initiatives, Carolina for Kibera will host a one-time only screening of the acclaimed documentary Without a Fight, featuring a live musical accompaniment from the Durham-based band Megafaun and a host of special guests at UNC?s Memorial Hall Thursday November 1 at 7 pm.

Without a Fight follows the triumphs and travails of four African youth as they vie for a championship in Kibera, a Kenyan slum rife with ethnic tensions and violent upheavals. For the youth of Kibera, soccer is a way of life. But until the Champion?s League was formed ten years ago, thanks in part to the UNC-based nonprofit Carolina for Kibera, soccer was also a source of tension and violence. Youth peace activists in Kibera asked themselves a question in the face of tribal tension: what would happen if they formed a league that required kids from different tribes to be on the same team? Without a Fight answers this question and offers a unique look into the problems of poverty and division.

The world premier of Without a Fight was held at 11 mm Film Festival in Berlin in March, and the North American premiere was held at Full Frame Documentary Film Festival in April. Since then, the film has been shown at universities across the country. Without a Fight has been nominated and short listed for a special jury award by the Peace & Sports International Forum. In mid November, the film will screen as an official entry at the All Sports LA Film Festival

The screening at Memorial Hall marks a homecoming for director Jason Arthurs, who graduated from Carolina, and producer Beth Kutchma, who works at UNC?s Center for Global Initiatives and is part of the heralded Durham-based band Red Collar. While finishing Without a Fight, they asked Megafaun?s Brad and Phil Cook to write and compose the soundtrack. They did, and at Memorial Hall November 1 the Cook brothers will perform a live rendition of the score they composed.

The festivities begin at 5:30 pm with a food truck rodeo outside Memorial Hall, activities for students and families, a demonstration from rope skippers The Bouncing Bulldogs, and a special appearance by UNC soccer sensation and world-renowned freestylist Indi Cowie, whose talents have been featured on various television programs, a Manchester United football match, and in a New York Times video.

At 7pm, UNC alum and Carolina for Kibera co-founder Rye Barcott will introduce the trailer to his book, It Happened on the Way to War, which inspired Arthurs and Kutchma to make Without a Fight. Acclaimed singer-songwriter JKutchma will perform his song Arms Around the World, which he composed for Barcott?s trailer.

After the screening of Without A Fight, there will be a Q&A session with Barcott, Kutchma, Arthurs, Phil and Brad Cook, and Hillary Omala, the Executive Director of Carolina for Kibera?the organization that sponsors the soccer league featured in the film.

Tickets to the screening are $15 for the public, $10 for UNC faculty and staff, and $5 for students with ID. Children under 12 are free.

We love it when baby boomers blossom. And so it is with Mike Petrie, who has reinvented himself a few times. Which is precisely what he writes about in his new book, You?re The Only One I Can Trust. Mike has twice won the Erle Stanley Gardner Mystery Writing award. So we?re pleased to present this excerpt from his murder mystery with a boomer background of California Dreamin?!

Uncle Jack was, I suppose, the miscreant black sheep of our family. Standing out amongst all my uptight, conservative, hard-working, ambitious, God-fearing relatives, Uncle Jack shone brightly like some blighted beacon of bohemian unconventionality. Already well over thirty when the whole ?hippie thing? was going on back in the late 1960s, Uncle Jack moved from our deeply-rooted hometown in Illinois toCalifornia, where he embraced that youth subculture anyway?in spite of the ?don?t trust anyone over thirty? Zeitgeist dogma? shunning the mainstream, growing long hair and beard and ?going with the flow? of the counter-revolutionaries. The family dismissed him as a crackpot, but I always admired him.

After graduatingfrom high school, much to my amazement my parents consented to letting me spend the summer with Uncle Jack, for what I?m sure they presumed would be the last few idle months of my life before starting college and advancing into the work world.

That summer of 1971 was a summer right out of any teenage boy?s fantasy. Two months of living on the beach in sunny Southern California! Uncle Jack taught me to surf the small but consistent wave breaks right in front of his house at Venice Beach. By then Uncle Jack would have been in his late forties, but you would never know it; he could surf with the best of them, bike ride along the beach bike path for several hours, and still manage to party long after we watched the sun sizzle into the Pacific right out our front window. He was more like an older brother than an uncle?certainly not at all like someone from my parents? generation.

We would sit on the front deck of the little beach cottage, day after sunshiny day, listening to rock music and flirting with bikini-clad beach bunnies as they cruised past our door on roller skates along the paved path that parallels the ocean for some twenty miles.

So many of the local colorful characters for which Venice Beach is known were among Uncle Jack?s coterie of beach buddies and often stopped by to visit, each with their ownunique tales to share. Blond blues singer, Ricki Lee Jones, was a struggling artist in those days, frequently venting her frustrations with the music business on my patient uncle. Beach Boys drummer Dennis Wilson sat at breakfast with us one morning after surfing with Uncle Jack and told me about the frenetic ?early days? with his famous band. Everything and everybody at the beach just seemed so damned exciting!

Sadly, The Doorssinger Jim Morrison died that very summer. Uncle Jack sat up all night embracing a whiskey bottle? something that was actually rather out of character for my uncle? mourning the passing of the Lizard King, a man he called friend. ?Jim lived just a bit down the beach, but often he?d crash right here,? I vividly recall my uncle saying, pointing a finger in my direction for emphasis and speaking with slurred words from grief and whiskey. ?He?d just wander in, grab a beer from the fridge and crap out on that very sofa you?re sitting on. Jim often said ?No one gets out of this world alive,? guess he?s proven himself correct. I hope he won?t be remembered as just another fallen rock star,? my uncle lamented. ?He was one of the warmest, most human persons you could ever know.?

I enrolled at Berkeley that fall and spent the next four summers with Uncle Jack at the Venice Beach house on Ocean Front Walk. College life was hard work, but fun. Summers were outrageous! Uncle Jack was always there waiting for me to drive down from school. Suntanned and trim, he never seemed to age. I jokingly told him that one day I would be a stooped old man and he would still be surfing the ocean out front of his beach house. He told me that old is more a state of mind than a physical reality and I think he truly believed that. Often he would say things like, ?Time, my dear nephew, is merely an illusion perpetrated by the inane manufacturers of space.? Then he would laugh a hearty chortle. He was frequently spouting off one-liners like that, and I seldom understood their profundity, but always listened and laughed merrily along with Uncle Jack.

I loved my UncleJack and I loved the summers spent with him in that little beach shack morethan anything. But, in the summer of 1976 Uncle Jack took off to sailaround the world on a sailboat with some friends ? a voyage that would take several years. For me, the fun times were over. Stanford Law School, studying for the bar exam and grueling hours spent working at the practice of law consumed my life. Offers arrived in the mail over the years from Uncle Jack, asking me to join him on his sailing voyages ? but I was far too busy. I had become too grown-up to play with Uncle Jack anymore.

Now that the Microsoft Surface is in the wild and we've probed it from the outside, the tool-toters at iFixit have opened one up to see what makes it tick -- and whether you dare attempt a repair yourself. The first thing they noticed was how tricky it was to remove a plastic access cover, which caused unavoidable damage to the tamper-evident label when they finally got it off. That would tip repair depots that you've been rummaging about, likely rendering your warranty moot. Other sore spots included the LCD and glass being fused together, along with a keyboard connector that's impossible to get out without pulling the display off first. On the plus side, the iFixit team found the battery easy to remove despite being glued to the case (unlike other recent devices), and many un-soldered components that were also easy to replace. All that added up to a score of four on the repairability scale -- meaning that fixing one probably isn't a great DIY project, unless you're the patient type.

    India's Cabinet rejigged, but no place for Rahul

    NEW DELHI (AP) ? A major reshuffle of India's Cabinet on Sunday left one question dangling: Where was Rahul Gandhi?

    The scion of India's Nehru-Gandhi dynasty was not among the new ministers, meaning that if ? as expected ? he leads his Congress party into 2014 elections he will be running for prime minister without ever having held a government post of any kind.

    "I would have been happy to include Rahul in the Cabinet, but he has other preoccupations in the party," Prime Minister Manmohan Singh said in announcing his new Cabinet.

    Singh, a technocrat, was chosen to fill the prime minister's seat in 2004 by Congress party leader Sonia Gandhi, Rahul Gandhi's mother. Singh was widely seen as a regent, keeping the seat warm until Rahul Gandhi ? the son, grandson and great-grandson of Indian prime ministers ? was ready to take his birthright.

    But Gandhi has displayed little public sign that he is undergoing any sort of apprenticeship that would prepare him for running the country.

    His allies argued he was rebuilding the party at the grassroots level and has taken a lead in the Congress' campaigns in state elections in Uttar Pradesh and in Bihar in recent years. The party performed poorly in both elections.

    Gandhi has also positioned himself as the defender of the common people, joining protesters at land rights demonstrations and even getting briefly arrested. But in moments of crisis, he has rarely taken the lead, preferring to defer to Singh or his mother. His forceful speech against corruption in Parliament last year ? amid a major anti-graft protest against the government ? was notable for its rarity.

    Political analysts say that Gandhi's refusal to take a Cabinet position, and be held accountable for the workings of a government ministry, could prove to be a handicap when the time comes to face the electorate.

    "Definitely, the expectations were that Rahul Gandhi would move on from being a learner and take on more responsibility," said Aarthi Ramachandran, who has written a book on him.

    It would have helped Gandhi's own credibility if he had taken a position in the government or a ministry where he could have shown results, she said.

    "The party could have gone to the people during the election campaign and said, 'This is what Rahul Gandhi has done for the people,'" she said.

    Congress leaders said Gandhi would concentrate on reviving the party's fortunes ahead of the national elections instead of being responsible for a narrow Cabinet position.

    Digvijay Singh, a Congress general secretary, indicated Sunday that Gandhi was expected to assume a larger role in the party hierarchy and an announcement on this was expected in the coming week.

    Calls to Gandhi's office Sunday were not answered. It was possible that he did not want to be too closely associated with the current government, which has been tainted by a raft of scandals.

    The reshuffle Sunday ? needed, in part, to fill seats left vacant after a coalition partner bolted ? brought seven new ministers into the Cabinet and saw the entry of 15 junior ministers in a restructuring that brought younger faces into the leadership.

    Former Law Minister Salman Khurshid, who was named the new foreign minister, is 20 years younger than his predecessor, and most of the other ministers sworn in Sunday are in their fifties or early sixties. In Indian politics, that is considered to be a relative youth movement. Singh said the shuffle was the last major Cabinet shake-up expected before the next national election.

    But even in promoting some of the younger Congress lawmakers, the party leadership is cautious that they know their place.

    "It's an unspoken rule in the Congress that nobody can, or will be allowed to outshine Rahul Gandhi among the younger lot," Ramachandran said.

    Other analysts say working among the rural poor, as Gandhi has been doing for the past few years, will give him far greater insight than holding a ministerial job.

    "At this point, the need to repair the Congress' image is a greater priority because of the various scams and allegations leveled against the party," said Vinod Sharma, a political analyst with the Hindustan Times newspaper.

    UBS to cut up to 10,000 jobs: source

    NEW YORK (Reuters) - Swiss bank UBS AG is expected to cut up to 10,000 jobs, or 16 percent of its workforce, as it contends with shrinking revenue and rising capital requirements, a source familiar with the matter said, in what would be one of the largest layoffs by a bank since the financial crisis.

    Switzerland's biggest bank is expected to make the cuts across the firm globally, but the bulk of the losses are likely to occur in its hard-hit trading and investment banking areas.

    The cuts will accompany a restructuring that will lop off much of UBS' massive fixed-income operations into a separate unit to be wound down over time, according to the Financial Times, which first reported the news.

    That unit is expected to be led by Carsten Kengeter, a co-head of the investment bank, the paper said.

    Andrea Orcel, who joined from Bank of America this year to work alongside Kengeter in restructuring the trading activities, will run the equities, fixed income, foreign exchange and advisory businesses that will remain active, the paper said.

    UBS pledged last year to cut more than 5 percent of its workforce, or about 3,500 jobs. The new cuts are expected to supplement that target, the paper said.

    UBS, which has more than 60,000 employees, is likely to provide details of the cutbacks when it reports its third-quarter results on October 30, the source said.

    The moves are being engineered by Sergio Ermotti, the 52-year-old chief executive who took the top job just 13 months ago. The bank has been withdrawing from the riskier and more capital-intensive parts of its business to meet tighter capital rules and a dearth of deals affecting the securities industry globally. It has said it will dedicate most of its resources to its wealth management, private banking and asset management businesses.

    The expected cuts will add to the tens of thousands of jobs the financial sector has shed globally since the crisis of 2008. In the United States alone, financial companies have announced plans to eliminate 28,000 jobs through the first nine months of this year, according to outplacement firm Challenger, Gray & Christmas. That compared with 54,000 job losses through the first nine months of 2011.

    "I think we are still in the early innings of this," said Nancy Bush, a veteran bank analyst and contributing editor at SNL Financial. "The whole structure of the financial services industry has got to change. We are in the meat cleaver stage right now."

    BANKS RETRENCH

    UBS is following on the heels of other financial companies worldwide that have been retrenching, as they struggle to reduce expenses amid a weak economy, new regulations and reduced trading activity.

    Credit Suisse Group AG , UBS' largest Swiss rival, said this week that "repeated shocks" in the global economy has led it to increase its cost-cutting efforts by 1 billion Swiss francs ($1.1 billion) en route to reaching 4 billion francs of expense savings by 2015.

    Credit Suisse, which has cut about 7 percent of its workforce since 2011, said more employees will lose their jobs as a result of the new target.

    UBS has had more than its share of crises in the past few years, suffering billions of dollars in trading losses, management mishaps and scandals since the financial crisis.

    Ermotti replaced Oswald Gruebel, a former Credit Suisse executive who was tasked with strengthening the bank's risk controls following a $50 billion loss at the start of the crisis and allegations of creating tax-avoidance schemes.

    Those plans were shattered in September 2011, when a UBS trader was arrested and later charged by London police for allegedly hiding up to $2.3 billion of losses.

    On Friday, the London-based trader, Kweku Adoboli, tearfully said in court that his trading was intended to benefit the bank.
